McGehee City Council Minutes

February 13, 2001

The McGehee City Council met on February 13, 2001 at 5:30 P.M.

Members present: Mayor Poole, Aldermen: Ricky Lattimore, Linda Hardin, F.H. Gill, Mrs. Jimmie Perkins, City Attorney Drake and Police Chief Farrell.

A special presentation was made by the UAM students of the Nursing Department, which consisted of an assessment of the McGehee Community which included:

1. History of McGehee and the Railroad
2. Statistics in McGehee
3. Physical Environment
4. Safety and Transportation
5. Politics and Government
6. Health and Social Services
7. Communications
8. Economics
9. Recreation

Educational brochures were left for distribution. The students were excused and the agenda was resumed.

Minutes: Due to the absence of the City Clerk, Attorney Drake read the January minutes. Alderman Hardin made the motion to approve as read, seconded by Alderman Gill. Motion carried.

Treasury Report: After the review, Alderman Gill made the motion to accept, seconded by Alderman Lattimore. Motion carried.

Bills: Alderman Gill made the motion to pay all bills, seconded by Alderman Hardin. Motion carried.

OLD AND NEW BUSINESS:

Old Business: Attorney Drake explained to the Council and Mrs. Perkins, that according to Municipal Law and conversations with attorneys with the Municipal League, that Mrs. Perkins is still an alderman for her ward. Mrs. Perkins failed to file her petition for election therefore, her name did not appear on the ballot. According to Arkansas law, when no other name appears on the ballot, nor had resigned, the alderman may remain alderman for that ward. No appointee is required.

ORDINANCE NO. 732: AN ORDINANCE SETTING AND ESTABLISHING SALARIES FOR ALDERMAN OF THE CITY OF MCGEHEE, ARKANSAS

And the City Clerk read the Ordinance in full. Alderman Gill, seconded by Alderman Lattimore moved that the reading of an ordinance or resolution in full on three different days be suspended and that the ordinance be placed on its second reading. The Mayor put the question on the adoption of the motion and the roll being called, the following voted aye: 4 and the following voted nay: 0.

Thereupon, the Mayor declared that at least two-thirds of all members of the council having voted in favor of the motion to suspend the rule, the motion was carried and the rule suspended. The ordinance was then read by the City Clerk. Alderman Gill, seconded by Alderman Perkins, moved that the rule requiring the reading of an ordinance in full on three different days be further suspended and that the ordinance be placed on its third reading. The Mayor put the question on the adopting of the motion and the roll being called, the following voted aye: 4 and the following voted nay: 0. The Mayor declared that at least two-thirds of all members elected to the council having voted in favor of the motion to suspend the rule, the motion was made and the rule suspended.

The Ordinance was then read by the City Clerk. Alderman Gill, seconded by Alderman Perkins, moved that the ordinance be adopted. The question was put by the Mayor on the adoption of the motion and the roll being called, the following voted aye: 4 and the following voted nay: 0. The Mayor declared that the Ordinance be adopted and signed the ordinance which was attested by the City Clerk and impressed with the seal of the City, the Ordinance was given no. 732.

RESOLUTION #348: A RESOLUTION HONORING MCGEHEE NATIVE JOHN "KAYO" DOTTLEY:

A motion was made by Alderman Gill, seconded by Alderman Lattimore, to adopt a resolution to honor "Kayo" Dottley for becoming the first McGehee resident to be inducted into the Arkansas Sports Hall of Fame. Motion carried.

Police reports: Chief Farrell stated that the department had a full staff of officers. Two of these officers being certified and three will be sent to the Police Academy.

Water Co. reports: No questions.

Mosquito Control: No questions.

Mayor Poole reminded the Aldermen and those present that a Public Hearing will be held on the I-69 Interstate on Tuesday, March 13, 2001 at 7:00 P.M. Everyone was encouraged to attend.

There being no further business, the meeting was adjourned.
